Did you know that the city of Elk Grove, California adopted the “Feral Freedom” program in 2012? It means that Elk Grove Animal Control no longer traps cats for the public to be taken to the shelter and killed. Instead, the city enforces the policy of Trap-Neuter-Return-Maintain (TNRM). Why did Elk Grove Animal Control adopt this policy?
Because as the Director of the National Animal Control Agency put it-- “Catching and killing cats as a means to ending the cat overpopulation problem is like trying to drain the ocean with a thimble.” Simply put- It's ineffective, (and it's also inhumane.) Why didn't the old method work? Because other intact feral cats move in and start reproducing when the previous colony of feral cats are removed. It's a scientific, documented fact called the 'vacuum-effect.'
